Immigration policy is something that always gets left behind in Titulia. With more people leaving than that are joining, plus with the odd political drama that leads to mass emigration, Titulia's population will continue to decline. No amount of capital investment, injection or stimulus will help the economy unless we have innovative entrepreneurs and even more hungry consumers. Hence Titulia can become great when reach it a certain amount of citizens and an exponential population growth.

Common consensus is that the Admin should be responsible. Currently there is a proposition for to start paying for online advertising. The Admin could fund these through the money made from central bank. It is a rather easy solution and the Admin is being rather foolish for not doing it.

As Minister for Immigration, I spent a lot of time exploring different measures which Titulians could promote Titulia online for free while profiting from referral commission. Twitter, Facebook and comments on blogs or forums can generate a lot of new immigrants quickly. However there needs to be a profit incentive for citizens to do this. Which is why I managed to pass a proposition to have the referral commission increased to t$100. However the Admin rejected our democratic process in fear that they would lose money from people earning Tollars from working, oppose to buying Tollars from the central bank.

Until the Admin starts running this business correctly, the government should pull all funding from other projects into promoting immigration. The next term could have t$35k to spend. Over a five week period paying ten citizens t$100 per link they place on a blog or forum per day. We would then have 350 new links spread out through out the Internet.

To make sure we have value for money, each citizen that wishes to take part in this program must present a message to the immigration minister proof that they have placed seven links on seven different sources of seven different days. If they only place six links or a number of links within the same day or website, they do not get their bonus of t$700 that week.

Any could apply and be allowed to use their referral commission link to profit extra from well placed links.
